    Yeah he has not refunded me for a week now. I paid him 100 usd. Do you know how do I refund my money over PayPal.

    You can open a dispute for your payment, just provide proof that you didn't receive what you paid for and PayPal will refund you. You can also call your bank and directly ask them to reverse your payment.
