WTF is going on with PayPal. What should I do?

    So I did so many refund on PayPal and It's success everytime. But recently. After I wait for 10 days. PayPal sent me email said that "We have concluded our investigation into your case and have decided in your favour" but on PayPal it said that "After careful consideration, we're unable to decide this claim in your favour at this time." This keep happen everytime I refund in past 3 months. Sometime I get money back. Sometime I'm not. Sometime I get money back but get cancelled. Anyway, I always close my VCC until I get money back. Then open it and use it as fast as I can. Did this is the best way to deal with this situation? Can someone tell me how to avoid this?
