Most of these guys are scammers. If you really need a wechat account, just get register w virtual number then find someone with wechat to scan the QR. If you really can't help yourself, then be sure to use a middle-man!!!

The only way to stop scammers is to realize there are other options available. When people get desperate, they take risks.
