Sold Website design

Hey there me and a few of my friends have been asked by my school to create a Duke of Edinburgh Award site. Basically something based around Home - The Duke of Edinburgh's Award Its going to be pretty basic as we are thinking of making it in publisher!

I was wondering whether there is anyone out there able to give us a helping hand. Maybe if someone could make a few graphics like they have on Home - The Duke of Edinburgh's Award and also some help on how you can do drop down menus in publisher?!? Also does anyone know how to make it so that when you put your mouse over a heading (such as "home") it turns to a different colour.

If publisher isn't really suitable for this does anyone have an idea of a simple program to use to help us make this website. I do have dreamweaver and i'm sure i can get access to frontpage (or whatever the windows thingy is called).

OR! if anyone has find or could find some templates that we could use that is similar to Home - The Duke of Edinburgh's Award I've looked at some templates but they all look a bit techy or crappy!

Really just any help would be helpful like some suggestions or pointers on where we would fail! Thanks a lot
