    This guy offered a refund and tried to get me to "mark it as delivered" so he didn't have to refund me at all. Also, he missed deadlines twice, said 24 hours, then said 12 hours, then delivered accounts with no SMS, which I would not have known if I didn't check, then wanted to have me change all the login info again after I already changed it, taking more time. I asked for a 50% refund and he kept playing games about that, so I had no choice to escalate to PayPal claim. This guy does not deliver what he says.
