tl;dr Bought a grow kit to grow some mushrooms. UPS ended up denying the claim after refunding too much stating that they had "GPS tracking" that the package was delivered. Package was worth around $500 and I will most likely lose the case if it was escalated to PayPal. The company shipped the item to the confirmed address on the account and the company cannot be found viable because PayPal requires signature on packages worth $750+. My only options left are to file a police report, go to small claims (not worth for something this small), or to claim that I found the package and try to get a partial. I don't really want to go to the hassle of either of the first two options, should I just go try for the partial?
