If you goto account.xbox, change the region of the SITE, not account, in the bottom left, there is a region, mine is Australia because I'm in Australia, click on it, change it to United States, goto Billing and Payment via account.xbox, add a fake US billing address, redeem the code. Then if you want to manage your account, goto commerce.microsoft, then under Billing, there will be two accounts; Personal Account - AU* Personal Account - US *In my case it's AU as I'm from Australia.
