    High Risk should already warn people to not do any transactions with them, tho i understand your concern as i myself already suspended a lot of users who i caught doing this kind of stuff but people like this will never stop creating multiple accounts to try and scam and we cannot possibly check all of them and that is where the High Risk system comes in to play to put the user who are suspicious as "High Risk" and give warning to other people about them.
