    Below conversation is where he failed to refund the items with the vendor and agreed to pay me back my paypal amount.

    Trade details:

    Groundwar (@khalil13) failed my refund One week ago. He did agree to refund the paypal charges ($320) but it's been pending since a week.
    The excuse for the delay he has been giving me since 7 days is that his paypal account has been blocked and he is unable to access his account.
    Everyday I talk to him he promises he is going to refund me that very day but it never happens.
    We have 2 options (1) raise a dispute with paypal for my original payment to him (since he can't access his account) but that im not sure how long is going to take and I cannot wait any longer (2) he can make a new payment to me but I would incur a 5% charge on receiving a payment (regional country policies), which obviously he would have to add it to his payment.

    Just now he tried to make me fill up a form for his paypal refund service to get my own money back that he owes me. It just sounds so fishy.
    In the above chats we did agree to fill up a form but I thought it was some sort of an official Paypal form to dispute the charges.

    I would really appreciate if someone could intervene and help me resolve this matter.
    I would simply prefer a refund of my original paypal payment made to him.
