I used my bank card at Target to buy shampoo and my bank blocked my card. When I called my bank they say they automatically block Target because Target has been experiencing fraudulent purchases "for some time now". And they weren't just blocking me personally. The bank did it to everyone. Come I was buying shampoo, not a PS4. Guess this is bad news for even small refunds even under 500.
