Yes he took the money and ran with it, Paypal said I was unable to open a dispute because I did the transaction under (Gifting money to friends and family) I did that instead of business because I didn't want Kenny to have to pay the 2$ fee since I was getting such a great deal :/
Which is ultimately how he attracted you to his listing and got you to believe you were buying into such a good deal. We'll gladly put in a petition with PayPal if you'd like and see if they would reconsider investigating the dispute even though it can't be disputed. The seller has been banned.
