Selling Looking for advice. Banned tags and turbos.

To sum up the situation, a dude got my tag during the reset a few years back but ended up getting it banned. Recently, I have convinced him to swap the tag over to his main and I think I'm going to get it. I have questions though. On the day of the swap, will the tag become available at a specific time (for example, 12:00am PST), or is it going to be a random time throughout the day?

It is to my understanding that turbos don't really work as of recently. Is there such thing as a public operating turbo atm? Shouldn't it be simple to create one using the Xbox Live API to determine when the GT is no longer in use, then signalling for a fresh to claim it immediately rather than spamming "is this available" (which now has limited requests)?

If all else fails, I do have other plans to try and get the tag, but am open to suggestions as well. I know pretty much everything about the guy so let me know if you have any ideas.
