If you temp deactivate your account, and forgot the password, you could not reset the password if you didn't have your main smartphone.
Which is what happened to me:
I was on vacation last summer, lost my phone.
Forgot password, so was unable to do a pw reset.

    Now they've finally fixed this.
What you have to do is go to the login page, but don't go to the password reset feature, because it still will give same error 'user not found'.
Instead in login screen you input username/e-mail, then you try some random few passwords, and after 2 -3 times it'll ask "Send password reset e-mail?"
You click ok and you'll get a confirmation.
Then you just reset password from the reset link in your mailbox.

I've tried everything for almost a year, finally got my old account back.
Several weeks back, an IG told me that they were aware of this particular bug and that it'd be fixed by end June, and I thought of it this morning and was happily surprised it worked. :)
