Sold Does 24hr cooldown on attacks apply when you immigrate before valiant?

    So I'm aware of the homeland defense where I'm unable to hit sanctuaries for 24 hours in my stateuponn immigrating. But does this rule apply if I arrive before valiant? If I want to hunt out of state and hit other sanctuaries there.
