All the characters are unlocked (except this months new character who will be unlocked in 2 weeks). All characters are legendary and at least level 50. 25 characters level 80. 18 characters have Rebirth one or more times. I'm still playing so the gems and essence valve will vary but the characters will be getting more powerful.
