Stole Money Buyer Trying to scam sellers into paying using different risky payment methods that got rejected

Buyer tried purchasing two different packages from us using three different payment methods, of which all were detected risky, and all the payments were stopped and did not go through to our payment account on our payment gateway provider 2checkout
The buyer claims that the amount was deducted from his bank account and we received the money even though we did not.
In his case it must be either that he is trying suspicious payment methods that he has no authorization to use in the first place or that his bank account did stop the payment until he personally authorizes it by contacting them and in this case he must contact his bank and either cancel the payment and retrieve his money bank or authorize the transaction so we can receive the money and proceed with his order.

On the other hand after looking at the buyers profile he seems to have multiple orders as scam and this is not his first encounter with this every couple of days he is disputing a service from a seller claiming that he has been scammed

 

Plus the buyer has deliberately left negative feedback I do not understand how members who never purchased from us before or dealt with us can merely just create profile target another member and leave negative feedback this affects our selling and rating and is not convenient at all
This person came out of nowhere attempted failed transactions next thing he does is put negative feedback and trashes our listings.
