Proposing Add referral MarketPlace

I would like to use the middleman services to give referral keys.

For example, There is a referral program from Tangerine, who gives 50$ to the Referrer and the Referral. This process can be done 3 times a year. Paid after 90 days if the referral keep 250$ in is bank account.

It would be great to be in communication with the referral and being able to do a follow up of the process.

I could be the one paying for the transaction too, so in this case it would be nice the "seller" (the one who do the post) being able the pay the "buyer". The seller could also ask minimum reputation or "verified member" to buy would be a nice option too.
