Both accounts are attached to the same profile and are currently in the same state. The second account is more powerful than your regular farm account so it serves as a really great option for events such as Foundry Battle where the second can be used to reinforce the first. The account is not yet binded so it will be linked to a disposable Gmail account of which the login details will be handed over once the transaction is complete. Middleman services are fine to use but these are at the buyers expense.
