Stole Money Scammer in Clash of Clans community

I was buying a clash of clans from user SongDragon, I spoke with him on discord etc and eventually was able to make the purchase, he requested to be paid on paypal which I was happy to do but as soon as my payment went through he blocked all communication with me

His discord is dragonsong#0398


This imgur link is bits of our conversation, It's a bit muddled but not hard to get the general Gist, I initially sent it to the wrong account and was refunded for that, I thought it was a bit fishy though when he made me pay him through personal paypal instead of business.

I took my own risk and am aware of that and am currently in the process of getting my money back through my bank account. I would just like to see what can be done to help me/get this user banned and preventing him from doing this again
