    Any proof it's only been 200?

    If the subscribers not come, he can sent me a chat, and ask for a refund and yes, i'm very happy to sent him a full refund.
    And he open dispute on my paypal, make my paypal limitations.

    Yes, that correct. I can accept it. My mistake, but he can ask me for a refund, and i'll be happy to full refund without charge.
    But, he open dispute. So i'll never ever sent a refund. That terms of service.

    he not delivering full subscriber to anyone first told you delivered under 1 to 12 hours then block you if is allowed here ? if yes so I am in wrong place this is not a problem but if not allowed here like this cheating so solve my issue if he paid me refund or delivered remaining 250 subscriber to my channel

    You need to refund him if you can't provide him a service. He has every right to open a dispute since you did not respond to him and he did not get what he bought.

    You also give him a negative feedback for complaining over your bad service.

    Done issue him a full refund, and the buyer need to return the subscribe back.
    I dont care how, that is a terms of service.
    I've done submitted a file to PayPal.
    Within 24 hours if the buyer not return the subscribers.
    His acount will limititations as Fraud.
