Two of mine have been locked and there's minimal hope of them getting unlocked. They have a combined total of about $410 in them. I think I've seen people selling them before but, I looked in all the sections and can't really find anything specifying "THIS IS WHERE YOU SELL PAYPAL ACCOUNTS"
