I understand throwing in a huge transaction on a PayPal account with only email and cell verified would limit it. Would they limit a fresh fully verified PayPal though? As I'm trying to refund on multiple PayPal accounts. Or if anyone know's any VBA that I could use independently or just to verify PP (PM me, and we can negot).
