I made a new google account with a new ip address on a new phone and with a new payment method, but I always run into this error when I try to buy something: "Error: Your transaction cannot be completed." This always happens no matter where I try to make the purchase from, and no matter how many different accounts and payment methods I use. I imagine anyone who refunds google play has run into this error so help would be appreciated.
