Hi, I recently failed a Banana Republic Partial refund as apparently they cannot refund if the order was signed. I was wondering if I could do Asos, Urban Outfitters, Neiman Marcus and Express.com to the USA, the items have to be signed because my university receives the packages, and I only need partials. Help Please!
