Is it absolutely mandatory that you can’t turn on an Apple device before refunding?

I’ve been refunding MacBooks & selling them for a while now, but I’m just wondering if I can sell it before actually receiving the refund? People say that if turned on they can trace it but how does anyone know that forsure? Also, wouldn’t they just believe that it was stolen by someone else? Thanks in advance!
