From the screenshots, it seems like he's trying to help you refund your money back. So what's the status now, did you managed to get your money back?
After I sent him money telling me that he can not use the money, that's his joke This is not my problem He's supposed to give me the account after I send him the money. That's the deal If there is a problem in his account he should contact support at PayPal Also I can not recover money because he accepte the money already There is no way to get the money back the only way is the paypal support ...
Have you tried using the "Report an Issue" option here? Either way, the only option you have right now is to either wait for him to refund your money or try getting your money back yourself since its already clear that you wont receive the account you paid for. @Razvan Mihaita still need you to address this whenever you can.
I've been trying for the past few hours to help him get a refund from paypal as I'm unable to revert the transaction from my own account, and the main issue was that I couldn't use the funds so I asked him to refund the payment, which was easy to do because the payment was for goods and services, so a simple request to paypal would have been enough, but he insists on the idea that he did his part and I should give him the account, which I can't do because not being able to use the funds is the same as having the account but being unable to play any game on it. I'm still trying to help him fix the issue but I'm getting no co-operation.
I contacted paypal support on my behalf about the issue with the funds, but the easier fix would be changing the payment method, and I've offered to assist you in contacting paypal support about the refund yet you still insist I'm scamming you.

I've guided him through the process already, he just doesn't want to do it. He already knows how to get the refund, question is what would even have happened had I given him the account, I can't really proof go paypal that I've given him ownership and quite frankly it's technically not even legal to trade steam accounts but then this site shouldn't be up if that were to be an issue. However I've given my time and support to the client, his money will be refunded if he understand the situation, I've got nothing to win by doing this either, since I can't use the funds he sent me and paypal will have removed the funds from my balance once I had fixed the problem anyway. So instead of creating an useless thread and wasting more time we can fix the problem
By the way mr. Saudi, you forgot to add a piece of evidence from the conversation, did you perhaps think it was not relevant? This(check attachment) is where you went afk, right after I told you exactly what to do to get the money in less than an hour. From what I deducted from his strange motives and lack of cooperation is that he is waiting for the account before asking paypal for a refund, which will not happen by the way. You also contradict yourself by stating that you won't send the funds as friends and family as a precautionary measure, which again I understood, but in this post you're presenting the problem as unfixable, asking for justice, when in reality, you could've gotten the money back at any given point. Contradicting your own words even, thank you for your time though.

If you have a problem with your PayPal account, this is not my problem ... this is your problem, you must fix it I do not need your help just help yourself. Right, so even if you CAN get the money back, EVEN if I tried to help you to do that, trying to prove that I genuinely don't give a crap on the funds you sent, which I CANNOT use, or send back for that matter. Now you're making this my issue, not OUR issue. And now for your incredible imagination, think about this scenario, an allusion to my issue; I deliver you the account, BUT there seems to be one major issue: the games, none of them seem to work for some reason. Now I'm requesting you to respect your part of the bargain, to pay me. What do you do? Do you pay me and contact the steam support? Or do you ask for a fix/ a working account?
