They can also be used cross-platform... however you'll first have to sign in with the platform you received it on. Meaning the PC key I give you will have to be first activated on a PC but once you sign in to the game on PC, you can use your account on PS4. However while playing on PC you can only party with PC players, and while playing on PS4 you can only party with PS4 players. (note: this apparently does not include Xbox one)
