A scenerio to show you why not is like this: Someone's paypal gets # and the hacker send a payment with the above method described, the Owner of the Paypal account is still able to claim his money back, given there is a few extra steps to take, but it's not a safe thing to do. Also you can only cancel/claim so many times before paypal start to investigate your account, and they could even shut it down.
