You should dispute immediately with PayPal at this point. Looks like a clear scam. We moved this offsite disputes.
Bumping this for visibility. Sorry that this happened to you but, since you posted about this I am happy to say that YOU saved me from this scammer. He basically said all of the same things but couldnt show pictures of the skins. He wanted me to pay with steam codes and even said he would allow me to pay half now and half later. Also, Im not sure if this is relevant or not. But he messaged me on playerup forums from the name "Edward Hollsten." I googled this "Edward Hollsten Scammer" and this was one of the top results. It was weird that the name he originally contacted me on was different from the name he contacted me from on skype. I googled "Mark Bizze scammer" and your post came up. Again, thank you. To everyone else please avoid Mark Bizze and report him!
