Anyone bulk refund google play (in app purchase) recently? Has google changed policy?

I used to make a bulk amount of IAP's on a aged account (with no previous refunds) at around same time, then contact them (live chat/call) and refund all of the orders at the same time.

My friend told me that they changed policies and now only refund the first order, and will reject the other one. Is this true?
