yes reported on paypal and I wrote him a message over paypal and he said that he wanted 2 bucks more then he can refund

At the end you tryed fast to send 200€ from my paypal to your acc but I didn't link my credit card so he wasn't able to steal another 200€ from me. You payed Goods & Services, which you are charging back and will get easily. Now you want me to send the money back, which since I don't have the balance in your currency, will be deducted from my own. You will thus already win the existing case, and then that money will also be deposited into your account. I believe that I am fully in the right here, I am trying to cooperate but you don't seem to understand what is happening. Next time you buy a digital item and expect it, pay friends and family. Not sending you twice your money, either send me the 2 bucks for a full refund or not. I dont mind being banned seeing how my reputation is already ruined, so I have nothing to lose. Let me help you.
Admin you don't understand, he is getting his money back because it was for a digital item. He is trying to make me send the payment back to him in my currency, which means once he wins the other dispute it will be easy double money for him. Fine me for not giving somebody twice his money when he tried to scam me by not sending the right form, guaranteed if I sent him the account he would still dispute it.

Now nothing you said makes sense. PayPal will convert the money back to his currency. You send a refund back in USD, PayPal handles returning the amount back in his currency. If he wins the dispute, you will have to refund him this amount anyway so why not just refund him now?
