You can calculate this by adding the amount of likes for the top 9 posts and dividing by 9. You should do this for all the hashtags. Once you have that done, for each set I would choose 5-8 hashtags where all your posts could rank on, 5-8 the better half of your posts could rank on, and 5-8 your very best posts could rank on, I also would throw in a few super large ones just in case your post blows up. I recommend putting your tags in the comments right when you post, just so people don't have to see them.

Engagement groups are also somewhat controversial. Basically, an engagement group is a group of similar accounts engaging with each others posts with the goal of ranking on better hashtags. I think they work pretty well, but you should use your best judgement.
