    You can try calling your bank to ask them to reverse the payment you made if you used your credit card to pay via PayPal.

    You won't go negative on PayPal. If anyone will, it will be him.

    Buy off trusted individual or use Middleman. This gets rid of most if not all scammers.

    If a deal is to good to be true, it is.
