the seller issue

so i have been trying to get in contact with the seller but all I have been getting are bunch of vague responses and lack of cooperation. He claims that the account will be available within 2 hours of purchase since yesterday, and now here we are 20 hours later I'm getting no updates nor any responses, please help.
PS. the account he provided is nothing as described, instead of 300 gold bars on the account there's only 12.
