He can only be a scammer, he has a known device, ip address, phone number, new password, and he has not shown any proof or willingness to attempt to recover the account. Instead he says I did something and its my fault.

He has more than enough to recover the account and continue the sale if he wanted to.

Ok, so do what moderator said, get the account back, you have known location, ip, hardware, are able to answer questions as account was yours as you said, new password, and phone number.
