    I have 7 transfer tickets, which means you can transfer to ANY State that has open migration (NOTE: on 11/4 migration rules/cost changes).

    Building above 3.4m power
    Tech above 9.8m power

    Fully unlocked Heroes include: Forsaken, Shoota, Dawn, Hans, Musk, Nick, (S1) Falcon, (S1) Jan, (S1) Bart, (S1) War Boss, (S2) Jorge, (S3) Wings, (S4) Commissioner, (S4) Ceasar, and (S4) Venom.

    Only need 1 more for: (S2) Ivan, (S4) Des, and (S4) Juggernaut.
