he is the original owner when i bought the user he gave me some things i could log in to the user but the reset questions do not work what he gave me and so i assume he took it back because there is two step protection on the user and email only the restorer can take back what he knew or gave me falsely he said privately helping him get back so I'm looking forward to what will become of him

It feels like there is some more things going on, im sure, that i did not recovered the account. We can just simply do not help you, because our hands are clean, and the account is clearly not recovered,if the Authenticator was settuped, just simply email changed, and after that dispute was opened.Thats Strange. Waiting for the Admins. We got our rules and policies. Which states that After WE Sold the account : It permatently becomes one's own responsibility.
if you didn't reset it then reset it now and no problem you gave me the reset statements that were false because I tried it but they weren't good!
You need to use, Vpn in Order to get a succesfull appeal, Jagex are not recovering accounts to the other contry. No matter if you got correct information. Also you can post the info
i have another user i was able to do it the recovery is interesting i don't know with you so you gave me a freak recovery
You need to help this user recover the account or you're not welcome on PlayerUp. It isn't "permanently" in his name - you're the original owner. If he doesn't have access to the account, you should be helping him get it back. You gave him bogus security question answers and it's pretty obvious. Suspension placed on your account until this is resolved.
i told him en also that if he was not help then he does not want to help even give false information in the reboot on an older usage interesting mondon i could do it in 5 minutes but even if allitja not even need to be sure they took out all his stuff and I'm not sure

User verified that he unlocked account with out my help, so that proves that i delivered correct details, and my ban was nothing more but just waste of the admins time, also, buyer placed a smart refund, so hes not got an account and a money on his way.
