    Paypal is not the "safest way to send your money".

    If you read the ToC of the paypal buyers protection you will see it states it does not cover online goods.

    Specificly PayPal buyer protection does not cover digital good, like a coc accout.

    I'm confused. You just said he scammed you of $1500 but 4 people posted this guy is a scammer? Why did you continue with the sale?

    I'm not sure how this guy got through our system but we'll tweak it a bit. He's been banned at least 40 times already.

    Doesn't matter paypal refunded me already.

    Not sure how he has a PayPal Account. Poor job PayPal is doing protecting buyers as well.

    Anyway the person has now been permanently banned.

    We use the similar fraud systems sites like PayPal and Amazon do to detect people. Obviously with them it's crucial to their business as they can be easily exploited due to the mass volume of traffic they have. For us, each day we suspend and ban around 50 people who signup. Today for example, this same individual tried to signup twice. He was banned both times.

    So answering your question, yes they can but then our system should filter them out the majority of the time. Prior to him opening an account here yesterday, he was banned at least 50 times with other accounts.
