Dude, if "no one" reads the stickied rules, then there's a better chance of people caring if this wasn't stickied! I've seen this same scenario all to many times at other forums where someone makes an epic rules guide and then people request it to be stickied. Consequently, none of the newbies really bother with it. And besides, this is just a quick warning to all members since he probably started noticing and increase in off-topic posts.
